This document examines the issue of whether state variations in terms, definitions and eligibility criteria are related to the proportion of children with disabilities who are served. A comprehensive analysis of states terms, definitions and eligibility requirements for the 13 federal disability categories done by Project Forum in 2004 produced the data for this document. Although the data analysis appears to show that the variation in proportion of children served with specific disabilities is not related to the above variables, the document provides possible explanations for this and suggestions for future research.
