This In-Depth Policy Analysis describes the variety of state infrastructures and programs under the Individuals with Disabilities Education Act that serve children and youth who are blind or visually impaired. Information was collected through a brief survey distributed to all state education agencies and interviews with eight of the responding states. Findings are presented in the areas of staffing, schools for the blind, personnel preparation, educational materials and technology, reporting and accountability, other initiatives and future directions.
